More important than the spaces being closer to the store: handicapped spaces have a lot more space between them. This allows folks with walkers and wheelchairs the space they need to get out of their car/van.

Being closer to the store, the handicapped have much less distance on asphalt, which can make a real difference to them. Push someone in a wheelchair in a parking lot, and then do it on a smooth mall floor - big difference.
